Born in Ninnekah, Okla., he was athe son of Elroy Ballard and Berniece Jewel Moore. He was a longtime entreprenuer and a real estate broker. He was a member of Calvary Baptist Church and served as a deacon. He was an Elk in the Roswell, N.M., lodge.
