Mr Tovar was born in Florence, AZ, a son of Jose O Tovar and Dominga (Ramos) of Phoenix. He was an apartment manager. He is survived by his wife, Isela C Tovar; his parents, two sons and three brothers.
Burial was held at Eloy Memorial Park.
